For the Beef Filling:

1 lb ground beef

1 medium onion, finely chopped

2 garlic cloves, minced

1 small carrot, grated

2 green onions, chopped

1 teaspoon fresh thyme (or ½ teaspoon dried)

1 teaspoon allspice

1 teaspoon paprika

½ teaspoon cayenne pepper (adjust to taste)

Salt and pepper, to taste

2 tablespoons soy sauce

1 tablespoon vegetable oil

For the Pastry Dough:

3 cups all-purpose flour

1 teaspoon baking powder

½ teaspoon salt

½ cup unsalted butter, chilled and cubed

½ cup cold water or as needed

1 egg (for egg wash)

Instructions
 

Prepare the Beef Filling:

    - In a skillet, heat vegetable oil over medium heat. Add chopped onions and sauté until translucent.

      - Stir in minced garlic and grated carrot. Cook for another 2 minutes.

        - Add the ground beef to the skillet. Cook until browned, breaking it apart with a wooden spoon.

          - Season with thyme, allspice, paprika, cayenne, salt, and pepper. Pour in the soy sauce and mix well.

            - Cook for further 5 minutes, then remove from heat. Mix in chopped green onions and let the filling cool.

              Make the Pastry Dough:

                - In a large mixing bowl, combine flour, baking powder, and salt.

                  - Add chilled butter and mix with your fingers or a pastry cutter until the mixture resembles coarse crumbs.

                    - Gradually add cold water, mixing until a dough forms. Don't overwork it. Wrap in plastic wrap and refrigerate for at least 30 minutes.

                      Assemble the Patties:

                        - Preheat your oven to 350°F (175°C).

                          - Roll out the chilled dough on a lightly floured surface to about ⅛-inch thickness.

                            - Use a 4-5 inch round cutter to cut out circles from the dough.

                              - Place a generous spoonful of the beef filling in the center of each circle (be careful not to overfill).

                                - Fold the dough over the filling to create a half-moon shape and seal the edges by crimping with a fork or pinching with your fingers.

                                  Bake the Patties:

                                    - Place the patties on a baking sheet lined with parchment paper.

                                      - Beat the egg and brush the tops of the patties with the egg wash for a golden finish.

                                        - Bake for 25-30 minutes, or until golden brown and flaky.
